Gayton and Gayton Thorpe Neighbourhood Plan
The Parish Council have submitted the Neighbourhood Plan to the Borough Council. You can read and comment on the Neighbourhood Plan on the Borough Council consultation website. The consultation runs from Friday 17th February to Friday 31st March Borough Council Website
Norfolk Police: Safer Neighbourhood Action Panel (SNAP)
Please see the following information from the Norfolk Police which was sent to our county councillor, Jim Moriarty, about re-invigorating SNAPs.
With regard to the Safer Neighbourhood Action Panel (SNAP) Process, we are attempting to reinvigorate support by various methods, following a significant drop in attendance during the pandemic. As a first step, we are looking to re-brand the SNAPs by name into Priority Setting Meetings (PSM) – a title which explains more accurately the purpose of the meetings. When the SNAPs were first introduced under the Police Reform Act the idea was that these “SNAP Panels” would be made up of representatives from organisations including the Council, Police, Highways, and Community Groups. However, over the years the other organisations have dropped out of these meetings leaving only the Police (who are mandated by legislation to hold the three-monthly meetings). This is a shame, as some of the concerns raised by attendees are not actually the remit of Police. Additionally, I am a great believer that often the best results are achieved by partnership working.
The second step is to look at how we host the meetings. Traditionally, these were face to face, reverting to online during the pandemic. While many have embraced the convenience of technology which permit joining meetings online, we are conscious that some of our community members may not have access to, or may not have the technical confidence to join online meetings, while others simply prefer face to face meetings. With this in mind we are looking to host hybrid PSMs – held in person with an option to join online via teams in an effort to encompass a wide cross section of our communities.
The PSMs are advertised across our social media platforms and also via press releases and on the Norfolk Police website. In addition, I send out details of meetings, reminders and online links to all parish, town and borough councils as well as neighbourhood watch and community Speedwatch co-ordinators with the request that the details (and often posters) are further distributed through the community. The meetings are hosted by the local Beat Managers and periodically I send out to all parish, town and borough councillors posters with details of the local Beat Managers and how to contact the officers. In line with some re-branding of communications new posters will be sent out after the next PSMs (which are being held next week).
With regard to Community Speedwatch the data collated by the teams is already fed back to Police. We always strongly advocate that CSW teams should have the support of their local parish council and I would therefore expect that the CSW data is fed back to parish council meetings which in turn would be/could be raised at PSMs by the attending parish representative.
